Prepare the same scope for every bid. Compare methods, exclusions and handover evidence before price.
Define the instruction
List the buildings, water systems and intended service. A risk assessment, a sampling visit and a remedial programme are different instructions. Ask for the output of each activity and who will interpret it.
Provide system records
Share existing schematics, assessments, monitoring and maintenance history. Identify missing records without filling gaps with assumptions. Confirm access restrictions and who can demonstrate the system during the visit.
Compare deliverables
Request a clear schedule of systems and tasks, personnel competence and any sampling arrangements. Separate priority recommendations from quoted remedial work. HSE guidance should inform the scope; a marketing claim is not evidence that a contractor is competent for every system.
Maintain responsibility
Agree who reviews the findings, assigns actions and keeps records. A test result is not a substitute for managing the system. Confirm current guidance and responsibilities for the particular premises with the appropriate competent person.
